Groping Incidents – Investigation: R18-30777 & C18-103583
 
The Winnipeg Police Service has recently received the report of two groping incidents.
 
On May 18, 2018, at approximately 7:50 a.m., a female in her 30's was walking in the skywalk near the Bell MTS Place and Cityplace Shopping Centre connection when she was approached by a male and grabbed.
 
The male was described as being black in appearance, 20 years old, approximately 5' tall with a small build and was wearing t-shirt and cargo pants (no colours are available).
 
On May 19, 2018, at approximately 9:15 a.m., a female in her late teens was walking in a public walkway between the YCMA and Portage Place Shopping Centre when she was approached by a male and grabbed.
 
The male was described as being black in appearance, 20 years old, approximately 5'8", 150 lbs with short black hair and a slight accent. He was wearing a white t-shirt with a logo on front, blue jeans, black runners with white soles and had a black backpack with white stitching on the pockets.
 
Investigations believe the incidents may be related and are providing surveillance images from the second incident.
 
 
This investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding these investigations is asked to contact investigators at 204-986-6245 or Crime Stoppers at 204-786-TIPS (8477).
 
Anyone that observes an incident in-progress of similar nature is asked to call 911.
 
Drugs/Weapon Offences – Arrests
 
During the day of May 18, 2018, members of the Drug Enforcement Unit and the East District Community Support Unit, with the assistance of the Tactical Support Team and the East St. Paul RCMP, executed a number of Controlled Drugs and Substances Act search warrants at a pair of residences in the East St. Paul and Lord Roberts areas.
 
Two individuals were taken into custody and an investigation has led to the seizure of a number of items including the following:
 
100 block of Eagle Creek Drive, East St. Paul
 
- 1 kilogram of cocaine (estimated street value of $60,000)
- $45,000 in Canadian currency
- 2 ballistic "bulletproof" vests
- A prohibited ammunition magazine
- Cutting agent
- Money counter
- Multiple mobile phones
 
600 block of Rosedale Avenue, Winnipeg
 
- 2,500 pieces of crack cocaine (estimated street value of $62,500)
- 13 pounds of marijuana (estimated street value of $26,000)
- 105 single-gram packages of cannabis resin (estimated street value of $8,400)
- $5,000 in Canadian currency
- Sawed-off shotgun
- Ammunition
- Multiple mobile phones
 
The investigation was also aided by the help of members from the Street Crime Unit, Organized Crime Unit and Crime Analysis Unit.
 
Matthew David Bachinski, a 36-year-old male of East St. Paul, has been charged with:
 
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of Proceeds of Property Obtained by Crime over $5,000
- Unauthorized Possession of a Prohibited Weapon
- Possess body armour without a valid permit (x2)
 
Ian Douglas Francis Loudon, a 36-year-old male of Winnipeg, has been charged with:
 
- Produce a Scheduled Substance - Cannabis Resin
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cocaine
- Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis (Marijuana)
 - Possession of a Scheduled Substance for the Purpose of Trafficking - Cannabis Resin
- Possession of Proceeds of Property Obtained by Crime over $5,000
- Store Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Weapon
- Unauthorized Possession of a Firearm
- Possession of a Prohibited Firearm with Ammunition
 
They were detained in custody.
 
Break & Enter/Weapon Offences – Arrest: C18-103365
 
On May 19, 2018, at approximately 12:45 a.m., a resident in the 900 block of Clifton Street interrupted a male suspect who had broken into his detached garage. When confronted the suspect produced a handgun, pointed it at the homeowner and fled. No shots were fired and the homeowner was not injured. 
 
The victim called 911 and responding officers quickly located a suspect in the immediate area. The suspect was found to be in possession of 2 guns, described as 'zip guns' and various break & enter tools.
 
A 16-year-old male of Winnipeg has been charged with:
 
- Break Enter & Theft - Place
- Possession of Break In Instrument(s)
- Pointing a Firearm
- Use of Firearm During Commission of an Indictable Offence
- Possession of a Weapon (x2)
- Unauthorized Possession of a Firearm
- Fail to Comply with Sentence (x3)
- Fail to Comply Condition Undertaking by Judge/Justice
 
He was detained in custody.
