Homicide – Arrest: C18-32093
 
The Winnipeg Police Service previously released information on a homicide in the 500 block of Furby Street on February 14, 2018.
 
At approximately 2:30 a.m., emergency personnel responded to a report of suspicious circumstances and located a deceased male that had been stabbed.
 
The victim has since been identified as Joseph Moise Francois, a 45-year-old male of Winnipeg. 
 
Members of the Homicide Unit continued with the investigation and determined the victim had been socializing at his residence when a dispute occurred with a male that was known to him. The victim was stabbed and later succumbed to his injury.
 
On February 14, 2018, at approximately 5:30 p.m., Division 11 General Patrol members located the suspect in the area of Ellice Avenue and Hargrave Street.
 
Joseph Allan Ballantyne, a 55-year-old male of Winnipeg, has been charged with:
 
- Manslaughter
- Fail to Comply with Probation Order
 
He was also processed on an outstanding arrest warrant for Fail to Comply Probation Order and was detained in custody.
 
Homicide – Arrest: C18-32225
 
The Winnipeg Police Service previously released information on a homicide in the first 100 block of Charles Walk on February 14, 2018.
 
At approximately 8:50 a.m., emergency personnel responding to a report of a stabbing and located an injured male. The male was transported to hospital in critical condition but was pronounced deceased a short time later.
 
The victim has been identified as Conrad Flett, a 27-year-old male of St. Theresa Point.
 
Members of the Homicide Unit continued with the investigation and determined that the victim was in a new relationship and was staying with his female partner when another male broke into the residence. The victim was stabbed and the male fled.
 
On February 15, 2018, at approximately 7:15 a.m., Division 12 General Patrol members located the suspect in the Westdale neighbourhood.
 
Jarryd Rocky Harper, a 25-year-old male of Winnipeg, has been charged with:
 
- Second Degree Murder
 
He was detained in custody.
 
Reduced Speed Limit in School Zones – Louis Riel Day
 
The Winnipeg Police Service wishes to remind the public that while Monday is Louis Riel Day, reduced speed limits in school zones will still be in effect.
 
Maximum speed limits of 30 km/h around many Winnipeg schools are in effect from 7:00 a.m. to 5:30 p.m., Monday to Friday during the months of September to June inclusive.
 
Please slow down as you enter them. Enforcement may be in place.
