Child Sexual Abuse Imagery – Arrest: R17-23982
Investigators with the Winnipeg Police Service Internet Child Exploitation Unit (ICE) have made an arrest in a cross-border investigation of child sexual abuse imagery.
   
Greg Alan JAMIESON,45 years, of Winnipeg has been charged with the following offences:
- Make Child Pornography
- Sexual Interference
- Agreement or Arrangement – Sexual Offence Against a Child (Child Exploitation)
- Agreement or Arrangement – Sexual Offence Against a Child (Make Child Pornography)
   
Jamieson was arrested on March 27, 2017, as a result of a lengthy investigation. In mid-2016, ICE investigators were contacted by the National Centre for Missing Exploited Children regarding Child Sexual Abuse Images from a Winnipeg-based IP address.
   
In November, 2016, an initial investigation of a Winnipeg residence revealed the presence of child sexual abuse images involving victims as young as eight months old. As a result, Jamieson was arrested and charged with Possessing and Making Child Pornography. He was initially detained in custody, however, he was subsequently granted bail.
   
ICE investigators continued with their investigation which revealed a communication was established, via a popular instant messaging/live-streaming app, with an as-of-yet unidentified male suspect located in the United States. This suspect was 'live streaming' the sexual assault of a 6-year-old child in his care. The investigation indicated that the American suspect was being directed to commit various sexual assaults against the child by an individual in Winnipeg.
   
As a result, on March 2, 2017, the above-noted charges were laid against Jamieson who was detained in custody. Efforts to determine the exact location and identity of the victim are continuing with the assistance of National Child Exploitation Coordination Centre and the U.S. Department of Homeland Security.

Public Assistance:
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU), a joint forces unit of the Winnipeg Police Service and the RCMP, is requesting assistance from the Public in locating Winston George THOMAS, 38 years old. Police are seeking to locate THOMAS as he has Warrants for failing to comply with Court Orders

THOMAS is designated a High Risk Sex Offender.

 



THOMAS is described as an Aboriginal male, 5'9" tall, 240 pounds, black hair, brown eyes.

MIHRSOU Request Assistance to Locate Christopher Edwin MURDOCK

The Manitoba Integrated High Risk Sex Offender Unit, which consists of both RCMP and WPS Members, is requesting assistance from the Public in locating Christopher Edwin MURDOCK.  Police are seeking to locate MURDOCK as he failed to comply with his Long Term Supervision Order and is currently unlawfully at large.

MURDOCK was designated as a Long Term Offender on September 18, 2002 as a result of numerous sexual assault convictions.  On March 28th, 2017, MURDOCK failed to report to his Parole Officer.  Correctional Service Canada issued a Canada Wide Warrant for being unlawfully at large.  MURDOCK has an extensive criminal record which includes several sexual assaults, weapons and violent offences.  MURDOCK has a long history of alcohol and substance abuse.  MURDOCK was recently seen in the Winnipeg area but may be in the Fisher Branch/Fisher River area.

MURDOCK is 49 years old and described as an Aboriginal male, 6" (183 cms), 153 lbs (69 kg), black and gray hair and brown eyes.

Suspicious Package:         C17-61724
On March 27, 2017 at approximately 3:30 p.m., Winnipeg Police responded to the area of 800 Century Street regarding a suspicious package. As a precaution, traffic in the area was diverted and the area was secured. Members of the Bomb Unit attended and removed the package which was later determined not to contain explosive materials. 
   
The investigation is continuing.

Shots Fired Investigation - C17-60675
On March 26, 2017 at approximately 2:00 a.m., members of the Winnipeg Police Service responded to the report of a male shot at a residence in the 500 block of Selkirk Avenue. A 25-year-old male was located suffering from a gunshot wound to his hand. He was admitted to hospital in stable condition.

The investigation is continuing by members of the Major Crimes Unit.

On March 26, 2017 at approximately 1:45 a.m., members of the Winnipeg Police Service responded to the report of a male shot in the area of Main Street and Dufferin Avenue. Officers located a 30-year-old male in the area suffering from a gunshot wound to his hand. He was admitted to hospital in stable condition.

The investigation is continuing by members of the Major Crimes Unit.

Homicide – Arrest: C17-26739
On March 23, 2017 members of the Winnipeg Police Homicide Unit made an arrest in the homicide of Canon Franklin BEARDY. Beardy was killed on February 6, 2017 in the 500 block of Magnus Avenue.

A 16-year-old male has been charged with:
- Second Degree Murder
- Possess Proceeds of Crime
- Flight from Police Officer
And a number of related offences.

On February 16, 2017 members of the homicide unit arrested a 14-year-old male. He was charged with Second Degree Murder in connection with this incident.

Members of the Winnipeg Police Homicide Unit continue to investigate this incident and are seeking the public's assistance in locating the following suspect;

   

Joshua LECLERC, 19-years-old is the subject of an arrest warrant for Second Degree.

Serious Assault Investigation – Arrests: C16-238219
Investigators from the Winnipeg Police Major Crimes Unit have arrested two suspects in connection with this serious assault that had occurred on November 13, 2016.

On March 15, 2017, police arrested Harriet Jane PASCAL, 31 years, of Winnipeg. Pascal has been charged with:
- Assault
 - Fail to Comply Probation

On March 23, 2017, police arrested Michael James MACDONALD, 39 years, of Winnipeg. MacDonald has been charged with:
 - Attempt to Commit Murder
 - Assault

Both accused were detained in custody.

As previously released:    
On November 13, 2016, at approximately 8:40 a.m., emergency personnel responded to a report of an injured male in the 300 block of Princess Street.

A 29-year-old male was located with serious upper-body injuries. He was transported to hospital in critical condition. He received treatment for his injuries and has since been released from hospital.

This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-619 or Crime Stoppers at 204-786-TIPS (8477).

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Winston George THOMAS, 39 years of age, a convicted sex offender who is considered high risk to re‑offend in a sexual and/or sexually violent manner against all females, both adults and children.

THOMAS will be released from Headingley Correctional Centre, Manitoba on March 24, 2017 after serving a sentence of 18 months (in addition to 176 days of pre-sentence custody) for assault peace officer and breach of probation. THOMAS is expected to take up residence in Winnipeg.

Upon release, THOMAS will be subject to supervised probation until July 24, 2017. He will also be subject to a lifetime weapons prohibition order.

THOMAS has a history of sexual and violent offences. Although he participated in some treatment programming in the past, THOMAS is still considered high risk to re-offend in a sexual and/or sexually violent manner.  All females, both adults and children are at risk.

Community Notification
This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. THOMAS will not be tolerated.

Background information:

Winston George THOMAS is a 39 year-old male with a lengthy criminal record including convictions for two counts of sexual assault, break enter and commit sexual assault, aggravated assault, four counts of assault, assault peace officer and numerous breaches of probation and recognizance orders.

THOMAS' conviction for sexual assault in 2008 was committed against a 13 year old female. He was sentenced to 2 years less one day (in addition to one year pre-sentence custody) and supervised probation for 3 years. In 2006, THOMAS was convicted of sexual assault involving an adult female. He was sentenced to two months (in addition to 3.5 months of pre-sentence custody). In 2003, THOMAS was convicted of break enter and commit sexual assault in which he broke into a females' residence and sexually assaulted the victim. THOMAS was sentenced to 14 months (in addition to 5 months pre-sentence custody) and 3 years supervised probation. THOMAS has also been convicted of aggravated assault, assault and breaching probation and recognizance orders.

THOMAS will be released from Headingley Correctional Institution, Manitoba on March 24, 2017.

Upon release, THOMAS will be subject to supervised probation order until July 24, 2017 which includes conditions that:
- prohibit the consumption of alcohol, non-prescription drugs, other intoxicants, hairspray, gas or glue;
- impose a curfew of 11:00 pm – 7:00 am and require compliance with curfew checks;
- require that he attend, participate and complete all assessments, treatments,     programming and counselling as directed by probation officer; and
- prohibit owning, possession or carrying a weapon.

THOMAS is also subject to a lifetime weapons prohibition order.

While incarcerated, THOMAS participated in some sex offender programming but is still considered high risk to re-offend in a sexual and/or sexually violent manner against against all females, both adults and children.

THOMAS is expected to take up residence in Winnipeg, Manitoba.

Fatal Motor Vehicle Collision: C17-57953
On March 22, 2017, at approximately 10:25 a.m. emergency services personnel responded to the intersection of Grant Avenue and Lilac Street for a report of a motor vehicle collision that had just occurred. The incident involved two vehicles where the drivers were the lone occupants.
   
One adult male was transported to hospital in critical condition. The 56-year-old victim has since succumbed to his injuries.
   
This investigation is continuing by members of the Central Traffic Unit. Investigators are looking to speak with anyone who may have witnessed the collision. Anyone with information that may assist investigators is asked to call 204-986-7085 or Crime Stoppers at 204-786-TIPS (8477).
   
Traffic Pursuit – Arrests: C17-58465
On March 23, 2016, at approximately 4:00 a.m., general patrol officers located a suspected stolen vehicle in the area of Charles Street and Aikins Avenue. The suspect vehicle refused to stop and a traffic pursuit was initiated.
   
The pursuit continued to westbound Portage Avenue where the suspect vehicle slowed and then collided with a building in the 1900 block of Portage Avenue. The four occupants of the vehicle fled on foot, however all four were arrested a short distance away with the assistance of a K-9 unit. Officers located two loaded firearms inside the suspect vehicle.
   
While this investigation is ongoing by detectives from the District 3 Crime unit, four adult male suspects will be facing numerous criminal charges.
   
Suspicious Person: C17-58145
During the afternoon on March 22, 2017, Winnipeg Police were made aware of a suspicious male in the Island Lakes area of the city.
   
A male wearing a Manitoba Hydro uniform had attended to a residence off Island Shore Boulevard. He was wearing a Manitoba Hydro jacket, shirt, and dark coloured pants. The male advised the resident that he was there to 'check if the furnace was up to code'. When the homeowner requested that he produce Manitoba Hydro identification the male said he had left it in his vehicle. He returned to his vehicle, but sped off.
   
The male is described as:
 - Caucasian, approximately 6'1" in height, 25 – 30 years old, with dark coloured hair and facial stubble. The male left in an older model, maroon coloured car.
   
Manitoba Hydro has advised that they do not conduct random furnace inspections. All Manitoba Hydro employees doing residential work will have official identification and will present this upon request.

MISSING PERSON – JULES PREFONTAINE: C17-57317
The Winnipeg Police Service is requesting the public's assistance in locating a missing 83-year-old male; Jules PREFONTAINE.
 
PREFONTAINE was last seen on Tuesday afternoon, March 21, 2017 in the Fort Garry area of Winnipeg.  
 
PREFONTAINE is described as Caucasian, 5'10", medium build and short grey hair. 
 
PREFONTAINE was last seen wearing a dark blue/grey zip-up sweater, blue shirt underneath, black pants, and black shoes.  He is not believed to be wearing his glasses at this time.

 

Winnipeg Police are concerned for PREFONTAINE's well-being and are asking anyone with information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Winnipeg Police Service Hosts Public Forum Tonight (March 20th) at Magnus Eliason Recreation Centre 

The Winnipeg Police Service continues to work collaboratively with community partners to prevent, deter and reduce gang-related offences and drug activity in our communities.

That effort starts with the residents we serve and support.

As part of that effort, the Winnipeg Police Service invites residents to join us for a public forum on these important issues this evening.

When:   Monday, March 20th, 2017 –6:00 p.m.to 9 p.m.
                Presentations set to begin at 7 p.m. to 9 p.m.

Where:  Magnus Eliason Recreation Centre (430 Langside Street) 

In addition to the community crime prevention information booths that will be set up by our partners:
  ·         Chief Danny Smyth will be in attendance.
  ·         Inspector Jim Anderson, Divisional Commander for the Downtown Division will be present.
  ·         Officers from the Criminal Investigations Division will be presenting on gang awareness while providing information on how to help keep our young people from joining gangs.
  ·         The Winnipeg Regional Health Authority will speak on Fentanyl and the associated dangers of this drug.
  ·         Winnipeg Police Board representatives will be in attendance.

Crime Prevention through social development is a long term, planned process of collaboration between police and the community.
