Commercial Robbery – Arrest: C17-208702
On August 11, 2017, at approximately 1 a.m., a suspect male attended an apartment complex in the 400 block of Westwood Drive where he used bolt cutters to steal two bicycles from a basement area.
On September 5, 2017, at approximately 8:00 p.m. a suspect male attended to a grocery store in the 3100 block of Portage Avenue and stole several items of merchandise valued at approximately $200 before fleeing.
On September 16, 2017, at approximately 6:15 p.m., a suspect male attended to a retail store in the 500 block of Sterling Lyon Parkway and attempted to steal several items of merchandise valued at approximately $800. As he exited the store, he was stopped by a loss prevention officer at which time the suspect produced a small device capable of producing an electronic shock and fled.
The suspect approached a sport utility vehicle in a nearby parking lot and using the device, attempted to carjack a female in her 50's. He was unable to get into the vehicle and was apprehended by two citizens and the loss prevention officer who held him for police.
Members of the Major Crimes Unit continued with the investigation.
Stefan Josef Blab, a 32-year-old male of Winnipeg, has been charged with:
- Robbery (x2)
- Theft under $5,000 (x2)
- Break Enter & Theft - Place
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Fail to Comply Condition Recognizance by Judge/Justice
- 6 outstanding arrest warrants.
He was detained in custody.
Commercial Robberies – Arrest: C17-207945
As previously released:
On September 14, 2017, at approximately 2 p.m., a suspect male entered a convenience store in the 400 block of Springfield Road while concealing his identity. The male pointed a firearm at an employee and jumped the counter, opening the cash register and obtaining an undisclosed amount of money before fleeing the store.
On September 15, 2017, at approximately 7:30 p.m., a suspect male entered at a convenience store in the 400 block of Edison Street while concealing his identity. The male approached an employee and made a demand for money at which time a number of customers in the store apprehended the suspect and held him for police.
Members of the Major Crimes Unit continued with the investigation.
A 15-year-old male of Winnipeg has been charged with:
- Robbery
- Armed Robbery using a Firearm
- Pointing a Firearm
- Possession of a Weapon
- Possession of a Firearm Knowing its Possession is Unauthorized
- Disguise with Intent (x2)
- Fail to Comply Condition Undertaking by Judge/Justice (x3)
He was detained in custody.
On September 16, 2017, at approximately 6:15 p.m., Major Crime Unit investigators attended to a residence in the Rossmere area and placed a second male under arrest.
A replica firearm, designed to look like a semi-automatic handgun, was recovered. The second male is believed to have provided the firearm that was used during the first robbery.
A 15-year-old male of Winnipeg has been charged with:
- Conspiracy to Commit Robbery
- Fail to Comply with Sentence (x2)
He was detained in custody.
Missing Persons – Taya Guimond, Ross Blackbird, Haiden Guimond and Peyton Guimond: R17-52685
The Winnipeg Police Service is requesting the public's assistance in locating four missing siblings.

All were last seen together in the North End area of Winnipeg during the evening of September 15, 2017. Investigators believe they are still together. No clothing description is available.
The Winnipeg Police Service is concerned about their well-being and is asking anyone with any information regarding her whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.
