Arson Investigation Arrests – C15-177752
As previously released - On August 25, 2015 at approximately 5:00 a.m., emergency personnel responded to the 1st 100 block of Fifth Avenue regarding a fire and possible explosion.
 
Members of the Winnipeg Fire Paramedic Service responded and extinguished the fire. Further reports suggested that an individual may have broken into the home and was now fleeing with injuries.
 
After receiving additional information, emergency crews located a male in the area of the 1100 block of Smith Street with serious injuries in relation to the fire and explosion. He was transported to hospital in critical condition.    
 
The investigation continued by members of the East District Crime Unit and Arson Unit. As a result of the investigation, it's alleged that the victim entered into an agreement with the homeowners to deliberately set the fire. As a result, he would be compensated.
 
Todd Arthur VANDAL, 40-years-oldhas been charged with the following due to his alleged involvement:
 
Conspiracy to Commit an Indictable Offence
Arson with Disregard for Human Life
 
He was remanded into custody.
 
A 32-year–old female is facing the same charges. She was released on a promise to appear.
