The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Kenton Richard BRYER, also known as Richard Dale BRYER, 49 years of age, a convicted sex offender who is considered at high risk to re‑offend in a sexual and/or violent manner.                                                                                                                                                                                                                                                                        
BRYER will be released from Bowden Institution, Alberta on July 29, 2013 after serving a ten year sentence (three year prison sentence consecutive to a seven year prison sentence regarding previous convictions, in addition to five months pre-sentence custody) for one conviction of sexual assault with a weapon.  When BRYER was sentenced on August 31 2009, he was designated a Long Term Offender. Upon release, BRYER will be subject to a ten year Long Term Supervision Order. He is expected to take up residence in Winnipeg, Manitoba.
 
BRYER has a lengthy history of violent and sexual offences.  Although he has participated in some treatment programming in the past, BRYER is still considered at high risk to re-offend in a sexual and/or violent manner.   All females are at risk.
 


This information is provided to enable members of the public to take suitable measures to protect themselves.  Any form of vigilante activity or other unreasonable conduct directed at Mr. BRYER will not be tolerated.

Background information:
 
Kenton Richard is a 49 year-old male with a lengthy criminal record for three counts of sexual assault with a weapon, and violent offences, including assault causing bodily harm and assault.
 
BRYER'S most recent conviction occurred on August 31, 2009 regarding an incident on September 17, 1999 when he sexually assaulted an adult female not known to him.  After the victim entered his vehicle, BRYER then held a knife to her throat as he sexually assaulted the victim.
 
BRYER will be released from Bowden Institution, Alberta on July 29, 2013. He was held to Warrant Expiry on these charges. That is, he was not granted any form of parole.
 
Upon release, BRYER will be subject to a ten year Long Term Supervision Order which includes the following conditions:
·         Observe a curfew;
·         Abstain from possession and consumption of alcohol, non-prescribed drugs and other intoxicants and not attend premises the primary function of which is the sale of alcohol;
·         Do not possess any firearms or weapons including knives outside of his primary residence;
·         Complete programming including sex offender, anger management, violence prevention, family violence, substance abuse and addictions and psychological and psychiatric counselling as arranged by your parole officer;
·         Immediately report all intimate, sexual and non-sexual relationships and friendships with females to his parole officer;
·         Not be in the presence of any female children, unless accompanied by a responsible adult and prior written approval has been provided by his parole officer;
·         Not to be in, near, or around places where children are likely to congregate, such as elementary and secondary schools, parks, swimming pools and recreation centres, unless accompanied by an adult and prior written approval has been provided by his parole officer; and
·         Avoid all contact with the victims of his previous sexual offence convictions
 
BRYER is also subject to a lifetime weapons prohibition.
 
Previous convictions from 2003 include two counts of sexual assault with a weapon which occurred in 1997 when Mr. BRYER sexually assaulted two teenage females at knife point in two separate incidents.  He was sentenced to seven years imprisonment on each charge concurrent (in addition to five months pre-sentence custody credit).  The most recent sentence imposed in 2009, for sexual assault with a weapon was a sentence of three years imprisonment to be served consecutively to the previous sentence regarding the 1997 incidents.
 
Other incidents of violence include hitting a female victim's head repeatedly into a couch then throwing her to the floor where she hit her head on a coffee table and two convictions in 1985 of assault causing bodily harm.
 
While in prison, BRYER participated in some sex offender and substance abuse treatment programs and will be under a ten year Long Term Supervision Order when released from prison. He is still considered high risk to re-offend sexually and/or violently.  All females are at risk.
BRYERis expected to take up residence in Winnipeg, Manitoba.
